About the project

Description, objectives, target group, beneficiaries, expected results

This project is being funded with 174.426 Euros, through the programme “Education, Scholarships, Apprenticeship and the young people’s Entrepreneurship in Romania” (www.eea4edu.ro), through the SEE grants (www.eeagrants.ro), the financial mechanism 2014-2021: Iceland, Liechtenstein and Norway.

STUDENTS’ NEEDS

The 6 partner schools of ISJ Alba, through the national consortium of partnership cooperation are dealing with problems regarding the Romany students and non-Romany students’ integration in a forming process that’s coherent and efficient, in a disadvantaged area, from the rural and urban environment. The schools have registered a high percent of Romany students in training, between 26.20 percent and 65.15 percent.

The needs that have generated the implementation of this project take into account the need for professional development of the teachers who work with Romany students, towards the enhancement of these children’s abilities in what concerns the inclusion and the decrease of the rate of absenteeism and school drop-outs.

The improvement of the quality and relevance of the education and formation in these 6 partner schools in Alba county, that function in disadvantaged communities, will be positively influenced by an increase of the number of teachers with well developed competences for the inclusion of the  Romany students.

The Norwegian experience in this field is benefic for solving these requirements through the teachers’ forming and it determines the increase of their operation capacity by taking over Norwegian good practice models regarding the education in communities with multiple ethnicities. The knowledge, the abilities acquired by the teachers formed with Norwegian specialty assistance, will contribute to the increase of the efficiency towards the elaboration of new curricula for an inclusive and multicultural environment.

The general aim of the project:

Raising the human capital / consolidating the knowledge base in Romania, in order to raise the institutional capacity so that to assure the efficient inclusion of Romany children/ GT 396 persons.

Specific objectives::

SO1 – Raising the knowledge/ability level of 72 teachers who work with Romany children in six schools throughout the Alba County, by training them for 12 months.

SO2 – Improving the quality and relevance of the education and training by creating six new curricula for an inclusive and multicultural environment, in six schools from the Alba country, for 12 months.

SO3 – Raising the awareness level regarding anti-discrimination and inclusion for 84 Romany and non-Romany parents and 240 Romany and non-Romany Ss, in six school from the Alba country, for 12 months.

In order to accomplish the specific objectives of the project, there was created a set of activities which target transformation through improving the teaching environment, developing strategies, human resources and fundamental educational processes, with multiple effects regarding inclusion such as: the selection of the teachers and the creation of a training programme for the teachers who work with Romany children, the creation of new optional curriculum for important inclusion themes/fields, common extracurricular activities about anti-discrimination and inclusion for Romany and non-Romany parents and students, and the dissemination and transferability of the project’s results.

 

The target group :

  • 72 teachers from partner schools who work with Romany children;

  • 84 Romany and non-Romany parents of the students in partner schools;

  • 240 Romany and non-Romany Ss in partner schools;

Other participants in the activities of the project: Representatives of local/national authorities; Representatives of local, county and national educational institutions; Representatives of Town Halls; Representatives of NGO involved in the field of inclusion and anti-discrimination, that work with children; Local factors interested in supporting schools; Professionals involved in the field of non-formal education.

 

The Partners’ Responsibilities:

ISJ Alba is responsible for general coordination of the project:

  • Provides the management and implementation of the project, experts to conduct the activities, ensure getting results and reaching goals; the experts involved in carrying out the project activities are part of ISJ Alba staff, they ensure project management to a consortium level, permanent communication with NA and school coordinators, they coordinate project activities, ensure the efficient consortium communication, maintain the relationship with Norway trainers, management team meetings, ensure financial management, implementing contractual clauses and SEE financial regulations, ensure asset acquisition, performs the transactions inside the project accounts, the monitorization and the evaluation of the project and activities performed, present results in dissemination activities, updates of the  project website, evaluation of project,  elaboration of intermediary and final reports, coordinate the forming activities of the teachers, activities of elaboration of new optional curricula, coordinate the activities of teaching/raising awareness regarding the anti-discrimination problem, organized for Romany and non-Romany parents (in common), coordinate activities carried out for the awareness raising and development of abilities regarding inclusion, organized for Romany and non-Romany Ss (in common), ensures the transferability of results – the use of project products as open educational resources.

  • Provides human resources for carrying out the project: formative experts who work with Romany children, through transnational Romanian-Norwegian cooperation, experts involved in the informing/acquiring/raising awareness anti-discrimination campaigns, experts in inclusion/communication/non-formal education in communication for both Romany and non-Romany children.

   

The Partners” Responsabilities:

  • The school partners in the project (6) coordinate the activities in their own institutions through experts – teachers in the partner schools, who ensure and are acquainted with the GT of the project, provide local financial management, achieve the forming activities of the teachers, of activities for elaboration of curricula, are responsible for elaborating documents for the selection of beneficiaries of the project,  informing the latter about the graphic with activities for formation/teaching and becoming aware;

  • Provide beneficiaries for the teaching/raising awareness activities regarding the anti-discrimination problem and the development of abilities regarding inclusion;

  • Take part in the dissemination of the project and the transferability of results;

  • Ensure the sustainability of the project through the activities carried out by the beneficiaries of the fund even after the end of the project.

Results of the project:

   1. Tangible results:

  • Products: Site of the project; - Informative leaflet regarding the project and the Programme SEE;

  • Intellectual products: 6 new optional curricula;

  • Expected results, on short term: - 6 schools involved in the project; 6 new optional curricula; - 72 teachers trained into inclusion and multicultural environment; - 84 Romany and non-Romany parents in common activities; - 240 Romany and non-Romany SS in extracurricular common activities;

  • The increase with 90% of the number of teachers who declare abilities/competences developed/improved for the inclusion of Romany children; - the decrease with 15% of the number of Romany Ss participant in projects, who feel discriminated by the non-Romany teachers and classmates from partner schools; - the satisfaction rate of at least 90% of Romany Ss who take part in the extracurricular activities regarding inclusion.

 

   2. Intangibile results:

   For teachers:

  • Long term results:/Improved attitudes/behaviours for all beneficiaries: teachers, parents, students; decrease of school absenteeism; decrease of school drop outs.

  • Campaign of information about the project: - 4 media press releases; - 3 seminaries of information and results transferability

  • Strengthening of institutional capacity of partner schools for effective inclusion of Romany Ss. through the increase of the number of teachers participating in the training programmes, in fields with reference to the teaching centered on student, inclusive school and teaching in a multicultural environment, democracy and education for active citizenship, the rights of man/child, tolerance, anti-discrimination, increase of the rate of Ss’ satisfaction, reducing the absenteeism and school drop outs,  increase of teachers/parents’ motivation for taking part in the inclusion of Romany children in school and anti-discrimination.

  • Development of linguistic/communication competences.

 

   For students:

  • The increase with 240 persons of the number of Romany and non-Romany Ss who have become aware of inclusion: - Reducing the percentage of Romany Ss who feel discriminated by the teachers and Ss of partner schools; - Increase of institutional capacity for reducing school abandon.

 

   For school managers:

  • The strengthening of institutional capacity of partner schools, for effective inclusion of Romany children, through the increase of the number of teachers participating in training programmes in fields referring to centered on student teaching, inclusive school, and teaching in a multicultural environment, democracy and education for active citizenship, the rights of men/child, tolerance, anti-discrimination, the increase of the students’ degree of satisfaction, decrease of absenteeism and school drop outs, increase of the motivational level of teachers/parents/students for the participation to the inclusion of Romany children in school and anti-discrimination.

 

   The impact of the project on a local, regional, European level measured through:

  • The improvement of teachers’ abilities for the inclusion of Romany children; - The increase of the number of teachers who acquire improved abilities and competences for the inclusion of Romany children – 72; - The increase of the number of support materials for an inclusive and multicultural environment: 6 new optional curricula; - The increase with 84 persons of the number of Romany and non-Romany parents made aware of anti-discrimination; - The increase with 240 persons of the number of Romany and non-Romany Ss made aware of inclusion; - The decrease of the percentage of Romany Ss who feel discriminated by teachers and Ss in the partner schools; - Increase of institutional capacity for reducing the school drop outs.

 

   Long term benefits: 

  • Strengthening the institutional capacity of partner school, for effective inclusion of Romany Ss, through increasing the number of teachers participants in training programmes in fields referring to centered on student teaching, inclusive school, and teaching in a multicultural environment, democracy and education for active citizenship, the rights of men/child, tolerance, anti-discrimination, the increase of the students’ degree of satisfaction, decrease of absenteeism and school drop outs, increase of the motivational level of teachers/parents/students for the participation to the inclusion of Romany children in school and anti-discrimination.

   Monitoring

   Monitoring objectives:

  1. Checking of the way in which the project activities are carried out and the timing of activities according to the graphic/calendar;

  2. Checking of the obeying of the project objectives;

  3. Collecting the anticipatory results of the project and accordance with the budget expectations.

  • The evaluation of the quality and of the way in which activities are carried out is correlated to the results of the project. The project is an innovative one through its capacity of valorization of trained human resources, teachers who work with Romany children, who become experts in achieving the intellectual products of the project, of extracurricular activities common to both Romany and non-Romany parents and Ss in partner schools. The staff involved in the activities of monitoring and evaluation of the project is part of the managing project team of ISJ Alba – the coordinator of the consortium and of partner schools. The experts have the necessary expertise in monitoring the activities and evaluation of the project.

  • The monitoring and evaluation of the project are activities with a continuous character, imposed by the nature of the project, which is carried out throughout 12 months. On account of the obtained data, an intermediary report will be presented, at the middle of duration of the project and a final report at the end of the project

   Quantitative and qualitative indicators

        Quantitative indicators:

  • The increase of the number of teachers working with the already trained Romany children: 72;

  • The increase of the number of Romany and non-Romany parents become aware of the anti-discrimination: 84;

  • The increase of the number of Romany and non-Romany Ss become aware of social inclusion: 240

        Qualitative indicators:

  • The acquiring of knowledge and abilities for the teachers who work with Romany children;

  • Influencing on a medium and long term of the rate of absenteeism and school drop outs through decreasing;

  • Developing of cooperation and partnerships for raising the human capital and consolidating the acquired knowledge basis in Romania
